Is Virginia EZ-PASS compatable yet? As of Jan 15, 2004

I was driving on Route 895 from I-295 SOUTH to I-95 SOUTH. As I hit the toll plaza, I knew Virginia was switching over to EZ-Pass but I wasn't sure if it was official yet. The sign did say " SMART-TAG ONLY ", Well.. since it was 2 AM, I was too lazy to go into the cash lanes so I drove through the Smart Tag lane with my EZ-Pass transponder. Well, this happend a month ago today roughly and I haven't gotten a letter in the mail from VDOT yet. Does anybody know what the deal is down in the Old Dominon State?
