Going north if you get off at Havre de Grace and get on Rt. 40 and pay $10 for an decal, which will allow you to use that toll for a year. If you just keep on going to Rt. 896 and turn left, you will also avoid the Delaware toll. If it is rush hour, you might just opt to pay the Delaware toll.
Coming from the north, you would get off on 272 toward North East and head to Havre de Grace on Rt 40 and watch for the I-95 sign.
For regular weekday traffic reports from Baltimore through Delaware to find out if I-95 is a parking lot or not 103.7 FM (in Havre de Grace) is good.

I've been doing this since January. Heading north, I find the detour takes about 12-15 minutes from start to finish, meaning it adds about 8-10 minutes to the trip.
