The Pennsylvania Department of Transportation (PennDOT) announced that preparations for a new traffic pattern will continue over the next two weeks for I-95 drivers under the first major phase of the $311 million I-95/AF3 project that will reconstruct and widen 1.3 miles of I-95 in both directions between Tioga Street and Wheatsheaf Lane in Northeast Philadelphia.
Drivers are advised of the following travel restrictions:
- Monday, September 28, from 8:00 PM to 6:00 AM the following morning, a left lane closure will be in place on southbound I-95 between the Betsy Ross Bridge and Allegheny Avenue interchanges.
- Tuesday, September 29, through Thursday, October 1, from 7:00 PM to 6:00 AM the following morning, lane closures will be in place on northbound I-95 between the Allegheny Avenue and Betsy Ross Bridge interchanges.
- Tuesday, September 29, through Thursday, October 1, from 7:00 PM to 6:00 AM the following morning, the ramp from Castor Avenue to northbound I-95 will be closed and detoured. Drivers on Castor Avenue will be directed north on Aramingo Avenue and left on Adams Avenue to access the northbound I-95 on-ramp at the Betsy Ross Bridge Interchange. Drivers on Delaware Avenue will be directed east on Venango Street, right on Balfour Avenue, left on Castor Avenue, north on Aramingo Avenue and left on Adams Avenue to access the northbound I-95 on-ramp at the Betsy Ross Bridge Interchange.
- Monday, October 5, through Friday, October 9, from 7:00 PM to 6:00 AM the following morning, lane closures are planned on northbound and southbound I-95 between the Allegheny Avenue and Betsy Ross Bridge interchanges for a traffic shift.
The new AF3 traffic pattern will shift three northbound I-95 lanes to the median area for approximately two years to allow for the reconstruction of northbound I-95 and its bridges between Tioga Street and Wheatsheaf Lane. Four lanes of southbound traffic will be maintained through the AF3 work zone during this phase.
The AF3 pattern will align with the existing I-95/BR3 traffic pattern to the north.
Drivers are advised to allow extra time when traveling through the work areas because backups and delays may occur. All scheduled activities are weather dependent.
