On May 2, 2026, the Delaware Department of Transportation (DelDOT), in partnership with the Delaware State Police, activated an Electronic Speed Safety Program (ESSP) on northbound I-95 in the Churchmans Marsh work zone.

The first 21 days were a warning period with no fines being assessed.

Beginning Saturday, May 23, 2026, registered vehicle owners receiving a first offense will receive a base violation of $20.00 and an additional amount added for each mile per hour over the posted work zone speed limit of 55 MPH in accordance with Del. C. §4169(c).

For example, if the captured violation occurs at a speed of 66 MPH, the speed violation is $20.00 plus an additional $11.00, which accounts for $1.00 for each mile per hour over the 55 MPH posted work zone speed limit, and the assessment of other fees as set forth in Delaware Code for a total of $118.00. Second and subsequent offenses are higher, according to the Delaware Code. These violations are civil penalties only, and no points will be assessed to driver’s licenses.

From May 2, 2026, to May 5, 2026, over 10,000 vehicles traveled through the work zone at a speed of equal or greater than 11 MPH over the posted work zone speed limit. Thirty-nine events recovered were of vehicles traveling over 100 MPH through the posted 55 MPH work zone. The highest speed of travel was 139 MPH.

The ESSP was previously utilized in the I-95/SR 896 work zone starting in July 2024. Since that time, speeds have been reduced by an average of 10% in both directions, with over 400,000 speeding violations issued.
